In recent years, the railway has accelerated the pace of development in China. Matched with construction and equipment capability of the railway, it carried out the adjusting of productive in locomotives and wagons system as the focus. So, it has ushered in a new upsurge that expansion renovation of rail wagons vehicle system, it is expanding that a lots of vehicles sections of the rail wagons. With needs matching the development of the great railway construction in Sichuan, and under the influence of the2008earthquake in Wenchuan, the Chengdu East Vehicles Depot rapid relocation to Chengdu North Marshalling Station, renamed the Chengdu North Vehicles Depot now. For the large scale relocation of a unit, it is a complex and difficult task, demanded to make a detailed analysis, careful planning, and strong advance. Through the effective management of implementation of the relocation project, not only the Chengdu North Railway Vehicles Depot relocation process was smooth and orderly, but also staff morale was high in a well atmosphere. Meanwhile the production tasks created new highs in the relocation stage. So it has received highly positive, and was set up benchmarking units in the national railway trucks systematic. Therefore the paper selected the relocation of the Chengdu North vehicles Depot as a case study, providing practical reference for the others.In this paper, from the point of layout of the rail transport productivity, analyzing the layout and adjustment factors of the railway wagons depots, so the expansion relocation from the Chengdu East Vehicles Depot to the Chengdu North Vehicles Depot is analyzed. And then, focusing on the implementation of the relocation project after completed construction, used complete the project management methods, the paper has analyzed the objectives and tasks of the relocation project, has launched the project evaluation, has developed a master plan, stages and steps, and the implementation strategy of the relocation project. After completion of the project, it has carried out analysis and evaluation of results.The implementation controls of the major projects are studied in this paper, Combining with strategic change on the theories and methods. The McKinsey7S model and John Scott’s research about eight problems on organization transformation to fail have chose as research tools. Such as the Chengdu North Railway Vehicles Depot historical background, the development process, motivation of the implementation relocation, ideas, procedures, content and effects are the research basis. The paper has analyzed the relocation project about the Chengdu North Vehicles Depot, with perspective covering the strategy, risk, urgency, and other angles and stakeholders’needs and expectations, including the "software" and "hardware", covering the full phase of start, progress, and end. So, it summed up strategies and the critical success factors of implementation of the major project. It can provides beneficial references for the other railway vehicle depot’s expansion and relocation, even provides useful references for similar large-scale change projects.
