The Sichuan JL Corporation is an enterprise with a50-year history of military product. This paper sets the enterprise as research object, directs at the weaknesses of quality management system that has to be optimized. The following six chapters will search and explore Sichuan JL Corporation’s quality management system and the construction of its framework.Chapter1:Overview of quality management. This chapter gives the definition and development of quality management at first, and then introduces some quality management mode such as ISO9000, total quality management and so on.Chapter2:The problems in the development of the company and the quality management. First this chapter, states the development of Sichuan JL Corporation. Then it points out the development and achievement of its quality management. Finally it points out the main issues existing in the company’s quality management.Chapter3:The SWOT analysis of the quality management. This chapter analyzes the external opportunities and threats, the internal advantages and the disadvantages of company’s quality management. Then it provides the strategic target of the company’s quality management, and its strategy adopted in the company:the model of the overall quality management should be used to build the framework.Chapter4:The framework of the overall quality management. This chapter discusses the necessity of the framework of the overall quality management. Then it explores the resources allocation in terms of aspects, such as design, purchase, production, sales, and service to obtain the controlling mechanism of the factors of the total quality management, thus forming the framework.Chapter5:The implemented suggestions for total quality management. This chapter provides suggestions for concrete implementation in the product market, the human resources, and the quality management, and then discusses the positive effects of enterprise’s cultural construction on overall quality management.Chapter6:The evaluation and the risk control of total quality management. First this chapter, evaluates the implementation of total quality management, then points out the risk control of it.This paper upgrades the quality management and quality assurance system of Sichuan JL Corporation. The process like design, purchase, production, sales, and service operate more orderly and efficiently through the practice, which develops the reliability of the quality of military product and satisfies the need of the sustainability of the military market. The author hopes that this paper will provide a reference of the quality management for the enterprises that produces military products.For the limited knowledge of the author, there are some errors and omissions in this paper.
