But Chinese many manufacturingenterprises lack core technology and brand, just as a OEM factory. According to the "SmilingCurve" theory, technology, patents and brand, service profit maximum, assembling,manufacturing the lowest profitable. So let Chinese manufacturing into Chinese creation,enterprises must pay attention to innovation and products R&D. How to assess theperformance of the R&D personnel, how to improve the research personnel’s enthusiasm andpassion to create, is a manufacturing enterprise in our human resources management is a veryimportant research subject.Firstly, in-depth study and analysis of performance appraisal theory, the appraisalmethod, the commonly used such as:360degree evaluation method, key performanceindicators, the target method, balanced scorecard method are studied in detail, then analyzesthe Keli company existing R&D personnel performance appraisal situation, find out the360degree assessment of existing Keli company exists the insufficiency and the flaw, find theexisting performance appraisal system, in the assessment methods, assessment cycle,evaluation, assessment indicators are exist some unreasonable. According to the existingperformance appraisal system, to redesign the existing performance appraisal system,combining Keli company development strategy and direction of management, the enterprisedevelopment strategy, Keli company through the layers of decomposition for R&D staff keyperformance indicator--KPI evaluation index. At the same time on R&D staff interviewsand questionnaire, to determine the weight of each evaluation index. Combined with theevaluation method of360degrees, take a360degree evaluation method and KPI indexmethod of combining evaluation methods to redesign the performance appraisal system of R&D personnel, finally establish the new performance appraisal system.The innovation of this paper lies in the360degree appraisal and the combination ofenterprise development strategy and business direction selection KPI assessment indexcombination, the examinees to fill out the questionnaire of KPI evaluation index weightsscoring method, so as to establish a scientific and reasonable evaluation system of R&Dpersonnel performance.
