Innovation is the theme of the knowledge economy era. To enhance thecore competitiveness of private enterprises, it is necessary to enhance theindependent innovation capability of enterprises, and improve the capabilityof independent innovation, innovative talent development work is the key. Forbeing in a transition period for the development of private enterprise inQuanzhou, the innovative talent development has become fundamental forprivate enterprises to achieve second leapfrog development in Quanzhou.This paper through summarize the innovative talent meanings andCharacteristic Qualities, analysis the constitution of innovative talentqualities system, and clarify the innovative talent is the main subject forenterprise implementate independent innovation, also is the key to theenterpirse’s core competitiveness.On this basis, combining the characteristicsof private enterprises in Quanzhou, this paper analysis the status quo ofprivate enterprise’s innovative talent development, where there is innovativetalent total insufficient; high-level innovative talent lack; structure anddistribution of talent is unreasonable. The key issues affecting innovativetalent development of private enterprise in Quanzhou, included: leading roleof government is not adequately reflected, enterprises have yet to establish thescientific talent development mechanisms, and needing optimize and upgradeindustrial structure. By study on the innovative talent development strategiesof Taiwan, United States and Japan, Taiwan, this paper found governmentguidance, education system support, the dominant position of enterprise talentdevelopment establish is the magic weapon for its successful development ofinnovative talent. On this basis, the paper build a management system modelof private enterprise’s innovative talent development, and point out politicalfactors, economic factors, social factors, business factors constitute four keyfactors of innovative talent development of private enterprises in Quanzhou, and from four aspects of play a leading role of government, establish perfecteconomic system, play the function of the social support system, establish theenterprise’s dominant position in innovative talent development, puts forwardthe recommendations of innovative talent development of private enterprisesin Quanzhou. Finally, on the basis of theoretical studies, this paper select Wcompany as the representative samples, case studies the innovative talentdevelopment, and further to provide a reference for the private enterprises’innovative talents development in Quanzhou.
