The Research On The Budget Performance Evaluation Of Transport Infrastructure Maintenance Project In Guangxi Department Of Transportation

With the further reform on the budget management system, China’s public financeframework has initially established. It becomes very important to promote the development onthe budget performance management. Transport infrastructure maintenance spending isclosely related to people’s livelihood. The research on the budget performance evaluation oftransport infrastructure maintenance project will help the transport administration departmentsin establishing a scientific project budget performance evaluation system, as well as inoptimizing fund allocations on transport infrastructure maintenance.The paper has set up budget performance evaluation systems on transport infrastructuremaintenance separately in highway and waterway areas, based on the performance of GuangxiDepartment of Transport (GXDOT) and its subordinate organizations which include GuangxiHighway Administration Bureau (GXHAB), Guangxi Ports and Waterways AdministrationBureau (GXPWAB), under the guidance on theories such as public financial theory,principal-agent theory and public accountability theory.The paper consists of five chapters. Chapter one, the Preface, briefs the background,findings of domestic and foreign research situation,and the research purpose, significance,content, basic ideas. Chapter two introduces basic theories such as public financial theory,principal-agent theory, and public accountability theory. Chapter three analyzes the currentsituation of budget performance management on transport infrastructure maintenance projectin GXDOT, and expounds the necessity and feasibility of research on the budget performanceevaluation of transport infrastructure maintenance project. Chapter four builds a basic idea ofthe budget performance evaluation system. Chapter five designs the budget performanceevaluation system in highway and waterway areas, specifically for GXDOT, GXHAB,GXPWAB. The last section summarizes the research conclusion and discusses the futureresearch direction on the budget performance evaluation of transport infrastructuremaintenance project.
