However, with the development of China’ssoftware outsourcing industry in-depth development and software outsourcing, thequantity and quality of software outsourcing professionals are far smaller than in Indiaas a representative of the software outsourcing powerhouse talent bottlenecks slow thepace of development of China’s software outsourcing.Software outsourcing industry as a typical human capital-intensive industry, thequantity and quality of human capital and operational efficiency factors willdetermine the industry’s core competitiveness is the key. Level of human capital is ameasure of the quantity and quality of human capital elements of a comprehensiveindex, measured by estimating the level of human capital can facilitate the adjustmentof China’s software outsourcing industry of human capital structure.This paper reviews the development of China’s software outsourcing industry, thedescription of the current situation of the development of the industry and a number ofconstraints, noting the low level of human capital, human capital structure is irrationalis one of the most critical constraints, and then come out of China SoftwareOutsourcing human capital measurement estimates discussion.
