Since enterong the21st century, with the steady progress of China’s economic reform andrapid development of export-oriented economy, many of our enterprises, especiallystate-owned enterprises generally adopt outsourcing mode of operation of these emergingeconomies, rational use of external resources, improve the enterprise’s core competitiveness,and constantly optimize the economic structure, increasing size, the strength graduallyincreased, a strong impetus to China’s rapid economic and social development. Former WorldBank Senior Vice President Professor Lin Yifu May2013Fortune Global Forum in Chengdu,stressed that "fully affirmed the achievements of our business development, we must alsosoberly aware that large state-owned enterprise group ’big but not strong’ lack of corecompetitiveness force, private enterprise group because path dependence ’rich, but threegenerations’ problems have not been fundamentally resolved."It is based on this background,this paper systematically studied the project-based outsourcing management of Chineseenterprises to enhance the core competitiveness and creating problems, and the impact ofChina’s telecommunications industry, relatively large empirical analysis A company, forexample, to explore the outsourcing of project management strategies optimization measures.To enhance the scientific nature of this study, systematic and countermeasures designedoperability, this paper mainly uses in the study of literature analysis, empirical analysis andcomparative analysis, three methods were studied. This article as a whole consists of fourparts, the first part is an introduction, the main explanation of the background and significanceof this study, literature review and research methodology, which is the premise of this study.The second part is based on the concepts and theories, namely outsourcing projectmanagement theories, the focus on outsourcing, project management, and project outsourcingmanagement theories of meaning are discussed, which is the theoretical foundation. The thirdpart is the case as empirical research, elaborated with A as the representative of Chineseenterprises Institute or organization outsourcing project status, problems, outsourcing, processand risk analysis, etc., is one of the focuses of this study. The fourth part is the research resultsof the project are in various stages of the outsourced process on the basis of risk analysis, presented in A represented outside Academy of outsourcing management optimizationmeasures. The fifth part is the conclusion that it is this research summary.In this study, adhere ask questions, analyze and solve problems," three-step" paradigm, theintegrated use of finance, financial management and strategic management analysis methods,Focus on theoretical analysis and empirical research closely, problem analysis andcountermeasures designed organic unity, drawing, comparison and analysis of outsourcingand project management theory, based on the proposed A Research project status andproblems of outsourcing, project outsourcing implementation processes and risk analysis.This article discusses the A Research Although only one case, but it is a microcosm of China’senterprises, because A Research Project Outsourcing management problems in our otherbusinesses on the same reflected.
