The industry of Real Estate in China has developed rapidly since 1998. The characters of high demand of improving the housing condition and high-speed recovering capital in residential properties make that the development in residential market is much faster than that in commercial market, which directly influence the convenience in people's daily life, also indirectly fueled the housing prices. Compared with in large cities such as Beijing, Shanghai, Guangzhou and Shenzhen, commercial real estate in the medium and small cities has still been its elementary phase. The developers are seeking cities with low-price and favorable investment environment. Meanwhile, governments of these cities explorer the direction of local commercial real estate. This article is written in this situation to research the investment environment in medium and small cities in our country, demonstrating very important social value and confound meaning.As commercial real estate investment environment is a complex multidisciplinary system, the author first summarizes and analyzes the relative theories of urban competence, urban investment environment, urban investment environment of real estate and urban investment environment of commercial real estate, summarized the the main factors affecting the commercial real estate investment environment. However, the existing index system cannot completely and accurately reveal the commercial real estate investment environment, this paper based on the data in-depth analysis of the internal logic and creative five indicators proposed to further improve the investment environment evaluation system of commercial real estate. This paper reviews the commercial real estate investment in China over the past few years, and reveals the uneven development between eastern, central and western regions. This is the first time that taking 251 cities as the object of study, expanding the scope of the study, making the city's commercial real estate development environment is more informative. Finally, the paper optimized the data processing method, used the AHP to determine weights to analyst city's commercial real estate investment environment, and further discusses the capacity, suggestions of the type and the condition of energy on the development of commercial real estate.
