Growth And Performance Research Of Science-technology Finance In Chongqing

In today’s society, science and technology is the first productivity, finance is animportant lever to promote productivity, technology and finance has become the twoindispensable factors of modern economy. The effective combination of technology andfinance is to promote the development of science and technology, science andtechnology achievements transformation and industrialization, necessary conditions toimprove the industrial innovation vigor, high level of science and technology innovationability and good financial innovation service system is an important pillar of buildinginnovation oriented country, which are indispensable. In our country, with the deepeningof reform and opening up, changing the mode of economic growth and promoting thetransformation and upgrading of industrial structure has become a necessary part of thesustainable development of China’s economy, enhancing the capability of independentinnovation and building an innovation oriented country has become the core of ournational development strategy and the key to improve the comprehensive nationalstrength. In this context, the appearance of science-technology and finance is very timelyand important. Based on consulting and collecting a large number of domestic andforeign research literature, this paper discusses the science-technology financialdevelopment present situation and combining efficiency of Chongqing, and gives therelevant policy recommendations.This paper firstly analyzes the current situation of the development of science-technology finance of Chongqing: analyzing the development situation of sciencetechnology and finance in Chongqing, the main method is comparative analysis. Thedevelopment situation of science and technology in Chongqing includes four aspects:science and technology investment survey, the output of science and technology,overview of the industrialization of new and high technology, the scientific andtechnological progress index monitoring. Survey of financial development inChongqing is analyzed from three aspects of development of the banking, securities andinsurance industry. The current development situation of science-technology and financesystem in Chongqing is discussed. On this basis, this paper analyzes the integrationefficiency of science-technology and finance in Chongqing used DEA method. Byconstructing a science-technological and financial input and output index evaluationsystem, this paper values the efficiency of science-technology and finance integration for 2003-2013in Chongqing, the results showed that:2004-2005,2012-2013years the inputand output of science-technology finance is DEA effectively, achieve the optimumallocation of resources; it’s pure technical efficiency in2003-2004and2010-2011years,should increase investment or expand the production efficiency to achieve the optimalallocation of resources;2005-2010,2011-2012are DEA inactive state, where2005-2009,2011-2012years should keep existing investment scale and increase the science-technicalefficiency to achieve the optimal allocation of resources,2009-2010years should increaseinvestment scale and improve the science-technical efficiency to achieve the optimalallocation of resources.Finally, according to the status analysis and the results of efficiency evaluation ofscience-technology and finance in Chongqing, this paper gives the corresponding policyrecommendations, which has a certain significance for both the development ofscience-technology and finance in Chongqing and the construction of the system ofscience-technology and finance in our country.
