Study On The Regulatory Approach Improvement Of Chinese Individual Businesses

Individual business as an important component of Chinese socialist marketeconomy plays a significant role. But along with economic growth, the individualbusiness has seen a gradual slowdown, and its influence on the social economy iscontinuing to decrease. In this process, the flaws of the regulatory approach thatgovernment takes to regulate individual businesses gradually come to light. A seriesof questions thereby keep popping up. So it is necessary to improve the regulatoryapproach so as to keep pace with social development.After the Sixteenth National Congress of the Communist Party of China, ourgovernment treats building a service-oriented government as a reform target. Underthe guidance of this ruling thought, there are gradual changes concerning therelationship between government and society as well as between government andmarket. In the wake of such shift, the localization of relationship between governmentand individual businesses is also changing. The government-oriented, comprehensiveand rigorous management is changed into individual business-centeredcomprehensive services. This transformation to some extent represents the level ofgovernment regulation, and also reflects the realization degree of a service-orientedgovernment from one aspect.By examining the status quo of individual business regulation, this thesis seeksto identify the problems and causes with regard to Chinese individual businessregulatory approaches. Based on the analysis of theories about a service-orientedgovernment and New Public Service, the study applies a comparative method toanalyze different individual business regulatory approaches of western developedcountries and China. The relationship between individual businesses and governmentis defined after an introduction of the empirical cases showing the way Chinesegovernment regulates the individual business. Moreover, it takes the individualbusinesses in Dongli District, Tianjin City for example and analyzes their operating,living and development conditions. After that, the thesis finds out the problems theyhave encountered, and how these problems are related to individual businessregulatory approaches. In the light of above analysis, the thesis puts forward foursuggestions for improving the approach to regulate individual businesses: market access regulation, market conduct supervision, internal reform of administrativedepartments and increase the organize construction and guidance of individualbusinesses.
