An Organization Modeling Research Based On Service Process Efficiency Of Approval Hall

As a new way of working for the government, the approval hall is growingvigorously. The goal of its construction is to provide convenient, efficient, justice, openservice for enterprise and public. However, in many areas, the construction of theapproval hall is gradually becoming a form. Most of them just physically provide the“One Hall Service”, which is different from the “One Stop Service” based on process,thus the service efficiency doesn’t increase significantly. Based on the exiting theory, ourresearch discusses the pattern of the approval hall.The approval halls of different level and scale are selected as our research target,from which we analysis the present situation of the approval hall in our country, anddiscover the existing problems. The article selectsthe New Public Service Theory as ourfoundation, proposing that the approval hall should take “improve efficiency、disclosureinformation、enhance the service consciousness” as their goal. To achieve the target, weillustrate how should the departments set and what are theresponsibilities of each position,and design the organizationstructure of approval hall of different scale based on theOrganization Structure Theory. Finally, we illustrate how can we achieve the goal of theorganization from the perspective of information system construction, and explain theoperating principle of the system. Based on the existing research results, we take Wei HaiApproval Hall as an example, through numerous interview and investigation, we combtheir developing and reforming process. The information construction process is analyzedand illustrated from the perspective of business goals、organization structure、informationsystem construction. Not only make us understand why can the Wei Hai Approval Hallachieve success, but also prove that our research has practical significance. The articlewill serve as a reference in the construction and reform of the approval hall in the future.
