Water Resource is the source of human beings’ survival, while land resource isthe essence of human beings to keep a foothold. Water and land resources havebecome the basic and strategic resource of human’s social and economic development.As the energy of human’s producing and living, coal was mined with the problem ofcausing contradiction between water and land resources which have to be solvedimmediately. Therefore, the paper uses the mines in northern part of Peixian as theresearch objects, with the support of sustainable use theory, coordination and couplingtheory and so on, to study the damaged status of water and land resources in highphreatic water level of coal mine area through qualitative and quantitative methods.Besides, the coordinated degree of water and land resources in mine area wasanalyzed. Then, the scheme of coordinated use in mine area was established.The paper briefly introduces the general situation of the study area, andexplained the utilization status of water and land resources before and after miningthrough qualitative analysis; By using the quantitative method, the paper establishedthe evaluation system of water and land resources using relationship in mineenvironment through PSR model. The result shows as below: the state layer andresponse layer are positively correlated, but the pressure layer and the other two arenegatively correlated. By evaluating the degree of coordinated utilization throughTOPSIS model, it is concluded that Yaoqiao, Peicheng, Kongzhuang, Longgu andSanhejian mine belong to the coordinated state of3; Xuzhuang, Zhangshuanglou andLongdong mine belongs to the level of4; which means all of the8mines are seriouslyinfluenced by mining. And all the lands and water are damaged and contradictedhugely. They all need to be repaired.Basing on the evaluation of qualitative and quantitative analysis from before,several ways to achieve the coordinated state of water and land resources use are putforward which is categorized as well. According to the database of coal mine2011,the paper focuses on the specific research object to systematically analyze andevaluate the water and land resources use status before and after mining and recoverymeasures. Two methods are chosen specifically from these schemes to apply toempirical studies.
