Research On Technology Spillover Effect Through Import Of China’s Aviation Industrial Products

With the accelerating pace of trade globalization, import trade has long been regarded as aspillover channel of R&D achievement, and it also plays a critical role in promoting technologyprogress.Because of large quantity of developed countries’ R&D investment and accomplishment, it’swise for China to adhere unswerveringly to the premise of independent innovation and make full useof import channel to absorb foreign technology, which is in line with China’s basic conditions. Theexisting researches concentrate on total imports, the study which is specialized in import of aviationindustrial products is still limited.Since aviation products have capital-and techonological-intensivefeatures, high-added value, which contain a huge potential of technology spillovers.So what are theroutes of technology spillovers, are there any factors and how do they influence spillover effect?These questions are worth thinking deeply.Based on related theory, this paper discusses the path of technology spillovers and factors ofaviation industrial imports.The path concludes import of intermediate goods, competition andoptimization of resources’ allocation, demonstration and study,reverse engineering and learningwidely from others’ strong points.While the factors contain stock of human capital,domestic R&Dintensity,the degree of industrial concentration,relative technology gap and intellectual property rightssystem.As for the quantitative test,this paper，which is based on Malmquist productivity index,constructs technology spillover model by using modified CH model with the results showing that theimports of aviation products play a positive role in accelerating the growth rate of Malmquistproductivity index,efficiency change,technology change of domestic aviation industry withcoefficients of0.4917,0.0841and0.5824respectively. Then all these factors are introduced into themodel and are tested for their influences on technology spillovers respectively.Finally, this paper givescorresponding proposals with the aim to improve the existing conditions of these factors and give fullplay to the technology spillover effect,in order to enhance the technogical storage of independentinnovation capacity of domestic industry,make contributions to shorten technology gap with foreignadvanced level and realize the all-round takeoff of aviation cause.
