China established a monopoly system in tobacco industry in the early1980’s.The system uses planned economy model to realize industry management. In theprocess of planting and acquisition of flue-cured tobacco, Chinese tobacco companiesas the only buyers of flue-cured tobacco in the market, contract with tobacco farmersin order to ensure the acquisition of the implementation of the plan. However, in thecurrent Chinese decentralization reform, the actual operation of the tobacco industrywas detached with planned economy. Various problems and contradictions existing inthe tobacco industry is derived from the monopoly system of the current, real changeto achieve the tobacco industry, the government must reform the systems from theroot. Therefore, the article discuss that a so-called ’last planned economy Fortress’ inChina, the tobacco industry management system, in an overall profit for marketreform to tune in the context of operation and development.This article starts from the related concepts, namely the monopoly system,tobacco monopoly super contract purchase, Then use the related theoretical analysis,namely the use the choice of policy instrument with a case--Ganzhou City TobaccoMonopoly Bureau (company) the status of tobacco planting and acquisition analysis,examines this mode of operation, as well as the tobacco companies uses the structureof rural finance tends to decline to drive the local government to complete theacquisition of flue cured tobacco. To explore the reasons of policy implementation,and then through the choice of policy recommendations for improvement.
