Renewable energy is clean and large reserves. During the development ofeconomic and technology, the application of renewable energy in buildings is beingmore and more widely. Building types are divided into single building, comprehensivebuilding and large regional construction. It need to evaluate the application ofrenewable energy. The evaluate methods are mainly includes single index method,comprehensive evaluation method and regional evaluation model..The single index evaluation method selects a certain aspects of energy impact, suchas economic and carbon dioxide emissions, which is simple calculation with strongpurposes. So the single index evaluation method is suitable for a special requirementevaluation. However, influence of renewable energy is not only a certain aspect, thesingle index evaluation can not fully meet the requirements of the evaluation.Comprehensive evaluation method includes analytic hierarchy process, fuzzycomprehensive evaluation method and ecological efficiency method. Among them, theanalytic hierarchy process and fuzzy comprehensive evaluation method can analysis thequalitative problem quantificationally.There are concise and practical methods Thedeficiencies are that different researchers selected difference indicators, the definitionand calculation of indicators are not the same and the method of weight determine isvery artificial. Therefore, these two methods can not form a widely accepted results forrenewable energy evaluation. In many countries the evaluation system for regionalgreen building includes renewable energy. The typical is “Leadership in Energy andEnvironmental Design for Neighborhood Development” of USA, BREEAMCommunities of Britain and CASBEE UD of Japan and Green building evaluationcriteria of Chinese. Among them, the first three are only scoring the amount ofrenewable energy. CASBEE UD is belongs to the ecological efficiency method, whichcalculates the ratio of the indoor environmental quality of the buildings and theenvironment load.Ecological efficiency method is a two-dimensional evaluation model. Thedisadvantage are its only examines two aspects (value and environmental impacts) ofenergy system,selection and calculation the index for the numerator and thedenominator is inconclusive and study in renewable energy is not deeply.The purposeof this paper is based on the advantages and disadvantages of current research methods, establish an evaluation method for renewable energy.Firstly, establish a evaluation model by using the analysis method of valueengineering based on the idea of efficiency. Formula: value=function/cost. Useing thebuilding load as a function of energy system. Compute various load function by usingthe method of the unit consumption analysis. Select four typical load: power, coolingload, heating load and heating load. Through calculation, the electric function is329gce/kWh; the heat load is divided into north and south area, the northern heatingfunction is57gce/MJ, the south heating function is32gce/kWh. The cooling load isdivided into residential buildings and public buildings, residential buildings coolingfunction is109gce/kWh, public buildings cooling function is83gce/kWh. Hot water isdivided into the urban residential building, public construction and rural residential,urban residential buildings and public buildings heating function is33NL/MJ, the ruralhot water function value is352g (straw)/MJ.Accounte the environmental cost by using the Life Cycle Assessment(LCA).Environmental impact were divided into four indicators based on the idea ofendpoint damage,which are resource exhaustion, energy exhaustion, ecological andhuman health effects. Using the power generation efficiency as the evaluation index ofenergy consumption. Compare the energy according to the current energy consumptionfor power generation. Analysis shows that,329gce standard coal,215g diesel engine,231L standard natural gas,700L gas,470L biogas and1.18kg biomass (straw) areequivalent. Using the environmental load of unit electricity in2011as the benchmark,calculated energy endpoint damage value is1pt/kWh, the natural gas:0.59pt/Nm3,0.21pt/t, coal water:2.11pt/kg. The endpoint damage value is1pt/kWh,0.59pt/Nm3,:0.21pt/t and2.11pt/kg of power, the natural gas and coal.By using the life cycle to determine the environmental cost assessment method,based on the idea of endpoint damage, the energy consumption of process is dividedinto four indicators: resource exhaustion, energy exhaustion, ecological and humanhealth effects. The power generation efficiency as the evaluation index of energyconsumption, according to the current energy consumption for power generation, tocompare the energy, is329gce standard coal, diesel,215g231L standard gas,700L gas,470L gas and1.18kg biomass (straw) are equivalent. Environmental load unit ofelectricity generated in2011as the environmental cost calculation benchmark,calculated energy endpoint damage value is1pt/kWh, the natural gas:0.59pt/Nm3,0.21pt/t, coal water:2.11pt/kg. Secondly, assess renewable resources in Suining City by investigation andmeasurement.In Suining city, solar energy resource is fourth gradep (poor), the surfacewater resources is rich and water quality problem is that the sediment content is exceedthe standard, the shallow geothermal energy is rich. Analysis the load characteristics ofvarious types of construction.Finally, analysis the value of renewable energy application. In Suining, The initialinvestment and operation of ground source heat pump system of Chinese MedicineHospitalin are very successful, so using the system value as the reference value ofground source heat pump system in the area: economic value is315.09gce/yuan,environmental value is424.04gce/pt. The solar water system is representative in PengxiCounty,so use the value as the reference value of solar hot water system in the area: theeconomic value is of634gce/yuan, environmental value is3369gce/pt.The loading rate is the factors that influence the system value。The higher of theload rate is, the higher of the system value is。Ground source heat pump system issuitable for the building that the area larger than10000m2。If area is less than5000square meters, system value is relatively low.Environmental value of soil source heat pump system and surface water sourceheat pump system are higher than the conventional system. Because of the initialinvestment of ground source heat pump is higher, its economic value is lower than theconventional system, while the surface water source heat pump has lower initialinvestment, then economic value is higher than conventional system. Value of thehybrid system is higher than the separate type system.
