Research On Urban Preschoolers Social Health Insurance Issues

Child health is an important indicator reflecting the level of national life. OnCCPeighteen on November8,2012, Comrade Xi Jinping, the Chairman of CPC referred to "amore reliable social security, higher levels of health care services" is looking forward tothe people "People yearn for a better life, is our goal" in his speech.In this sense,improving children’s social medical insurance system has a pivotal role for thedevelopment of the country in the future.As vulnerable groups, children’s health insurancepolicy has been widespread concerned in the government and society.Schools willgenerally apply group medical business insurance to students, so preschoolers has becomethe only blank of health insurance.From the trial of basic medical insurance system forurban residents in2007，children’s health insurance achieved the full coverage from thesystem. But in recent years, in the course of implementation of the system, we found allkinds of problems.Basic medical insurance system for urban residents cannot meet theneeds of preschool children’s health insurance.This paper describes the current urbanpreschooler’s social health insurance from both supplement and requirement, and makescomparative analysis on the basis of them,and comes to the point of mismatch betweensupplement and requirement, and finally puts forward to build a full social medicalinsurance system of urban preschoolers.This paper is divided into six parts. The first part is an introduction, describes thebackground of the significance of the topic, research status and research ideas and researchmethods.The second part defines the meaning of preschoolers in this article, and introducesthe relevant health insurance demand theories.The third, fourth, and the fifth part of the article elaborated China’s current socialmedical insurance system for preschoolers from supplement and requirement, and usinginductive and comparisonmethod, the matching of supplement and requirementwasanalyzed.The sixth part is the suggestions section. This paper argues that the currentconditionof building preschoolers’ social health insurance system has matured. Onthe basis of the matching of supplement and requirement and the factors ofrequirement,this paper proposes the suggestions of solving the issues of currentmismatching between supplement and requirement of urban preschoolers social healthinsurance.
