Research On Current Situation And Problems Of Urban Community Equal Basic Pubic Health Services

On March,2009the CPC Central Committee and the State Council promulgated the "The views on deepening the reform of the medical and health system ". It is clearly interpretthe contents and requirements to promote the progressive equalization of basic public healthservices. Basic public health service is not only the foundation of basic medical servicesystem, but also an important content of constructing the harmonious society and maintainingsocial stability. Vigorously developing the equal access to basic public health services incommunity has an important significance to maintain people’s health and realize healthequity.In recent years, the local governments of all over the country keeps promoting theequalization of basic public health service programs, and actively promoting the basiccommunity public health service items. In this paper, the basic public health service project incommunities in Xingtai city are treat as a starting point. Through the investigation andAnalysis on the health records of residents, community disease prevention and control andfocus groups of health care services, we can get access to understand the status and influencefactors of basic public health service project in Xingtai. Through the interviews of differentlevels, this paper mainly studies the effect and links between the projects, the using effect ofthe fund of public health service fund use effect, analysing the impact on the residents of thebasic public health services, and to put forward the countermeasures to further improvementthe Xingtai city community basic public health service.In this paper the writer use the method of quantitative analysis, consulting a largeamount of domestic and international literatures, using the theories of welfare economics andpublic goods theory, to study the current situation and problems of public health service incity community. By interviewing the officers of health administrative department and thecommunity health service institutions of all levels, the writer takes an actual investigation andstudy about the development of the basic community public health service of Xingtai. Through the design of Community Health Service Center Inventory and resident satisfactionsurvey questionnaire survey the writer get the basic statistic to analyse.According to the results of study, the basic public health services, which contain Healtharchives management, maternal and child health, are better in suburbs than that in the city.And the health service projects are lack of pertinence on the whole. The main reasons thataffecting the basic public health service project are: the concept of in-depth understanding isnot in place, departments have linkage problems, the funds management system is not perfect,the shortage of public health personnel and the quality needs to be improved.In this paper the writer holds the view that it is an urgent task to establish a correctconcept at present, set up the mechanism of coordination of government and variousdepartments within the health system, thinning subsidy standard, improve the servicemechanism, improve the quality of the team, the introduction of talent, strengthen propagandaand enhance the sense of identity among residents to provide better basic public healthservices for the society.
