Analysis On The Status Of Tianjin Industrial Injure Prevention And Research On Its Improvement Countermeasures

As the society progresses, prevention priority of industrial injure insurance system has been gradually become the mainstream of the industrial injury insurance business in developed countries. According to the statistics from International Labor Organization (ILO), the global annual occurrence of industrial injure is about125million times, including2millions people dead on industrial disease, in which335thousands people dead on the work place, meaning there are2people dead caused by industrial injure every minute on average.Since1990s, the death rate of world industrial injure accidents (per100thousands) shows the decreasing tendency, the number is under6people in developed countries, even UK is under1people. While the death rate in China is about10people which makes a large gap with developed countries by comparison.Despite a series of laws and regulations has been legislated since the reform and opening,"Interim Measures","industrial injury insurance regulations" and "social insurance law", however, generally speaking, the current industrial injure system runs a negative pattern of "stress on comprehension, light on prevention" which does not match economy’s high-speed development, numbers of causes made us have to improve and perfect it by infinite knowledge and courage.Literature review and comparative analysis are adopted in this study. Firstly, we introduced the basic concept and theory of industrial injure prevention, and then, briefly reviewed the development of industrial injure insurance and prevention in Tianjin since the founding, aimed on the current circumstance and issues, as well as compared the industrial injure system with Germany, American, Japan etc. to summarize the worthy references and enlightenments for us. Last but not least, we analyzed the policies of Chinese industrial injure prevention work, emphasized on policy guarantee of laws and regulations, clear-cut division of labors in organization management. Based on data analysis to establish critical and logic reward and punishment mechanism, through multi ways of industrial injure prevention’s propagating and training, to furfure improve the industrial injure prevention works.
