In the21stcentury, China’s economic development and economic structures havebeen carried out strategic adjustment.18thCPC National Congress proposed toaccelerate the improvement of the socialist market economic system, speed up thetransformation of economic development as an important policy objective.Stimulating domestic demand to promote economic growth, promote national stabilityand development has become a major policies. As one of important hospitalityindustry in recent years with the human, financial and material resources invested alot to develop rapidly. As the first of the three major resources human resources, isconsidered to be the industry’s most important resource, as management guru PeterDrucker said, labor is not the cost, it is the company’s most important resource, how tomanagement the human resources, enhance the competitiveness of the hotel, hasbecome the core of modern hotel management. However, with the rapid developmentof the domestic hotel industry, human resources’ management became the bottlenecksand affected the healthy development of China’s hotel industry because variousreasons such as old ideas, not good to master the use of scientific management tools,lack of human consciousness, lack of effective competition and incentives, the highstaff turnover, poor quality of staff, training is not place constraints,etc.Theseproblems is especially in the state-owned hotel meanwhile unsatisfied developmentand poor profit. How to resolve outstanding issues and problems of hotel’s humanresources management, especially state-owned hotel. The reform and innovation isextremely urgent.This article is from the existing problems of human resource management for thelocal hotels, analysis of typical problems, the causes and find a solution. Regardingthe current supply and demand situation of human resources, combined with the newmanagement philosophy, make the rationalization proposals, try to find or create anew era of hospitality industry to adapt to the supply and demand balance betweenhuman resources strategic management mechanisms. Exploit the existing potential ofhuman resources, maximum the use of resources, enabling both employees and hotel"win-win." Strengthen the management to make intensive research also could be useon the human resource management of state-owned enterprise in China.
