The Case Study Of Guangdong Province Dongguan City Implementation Plan In Pearl River Delta

This thesis is going to talk about the traditional Chinese governmentalactivity—implementation of policies issued by the central government, which is 《ThePearl River Delta Reform and Development Plan（2008-2020）》. From the verybeginning, the thesis introduces the background of this special policy, and then studiessome theories of regional economy development, no matter it is domestic or abroad.Then it chooses DongGuan city as a sample, analyses some of the key works, such asindustry upgrading, city functioning, institution recreating, which build up a traditionalmodel of the regional economy development of cities under the mechanism ofsocialism.The Pearl River Delta， is the low-lying area surrounding the Pearl River estuarywhere the Pearl River flows into the South China Sea， with an area of41630squarekilometer (0.483%of the total area of Chinese Mainland)， consisting of Guangzhou，Shenzhen， Dongguan， Foshan， Zhongshan， Zhuhai， Jiangmen， and parts ofHuizhou and Zhaoqing. In1994， with the special historical background that the centralgovernment launched the opening and reforming program， the GuangDong provincialgovernment raised ‘the Economy Zone’ concept. From then on， the Pearl River Deltahas been the most economically dynamic region of the Chinese Mainland. According tothe2009Census from the GuangDong provincial government， the Zone had apopulation of47.86million people，3.6percent of the2009Census population ofmainland China， with a population of18.19million from other provinces. As far aseconomy is concerned， the Pearl River Delta has the GPD of2500billion， whichaccounted for82.97percent of GDP in GuangDong province，with a average growth of3-6percentage higher than that in GuangDong and mainland China. These figures showthe remarkable level of economic development that the Pearl River Delta EconomicZone has achieved and the international orientation of the region’s economy.Jan2009， China’s National Development and Reform Commission released The《The Pearl River Delta Reform and Development Plan（2008-2020）》， which isdesigned to boost the Pearl River Delta as a "center of advanced manufacturing and modern service industries，" and as a "center for international shipping， logistics，trade， conferences and exhibitions and tourism." Goals include the development of twoto three new cities in the region， the development of10new multinational firms， andexpansion of road， rail， seaport and airport capacities by2020. As one of the keyfactor city in this area， the DongGuan city has adopted a lot of policies and measurescarry out the projects mention in the2008-20plan. In one hand， it is going to boost thelocal economy and development， and the other hand， it is going merge its economyand development within the whole area for a new developing chance and a better futer.This thesis sticks to the studying methods of raising questions， deeply analyzing，solving problems， adopting theories learning， materials studying， status analyzing，case searching， in order to take a close look into all the policies adopted by ourcounty， GuangDong province and Dongguan city， so as to show the blueprint of ourcountry’s regional economy development and provide some special reference value toother regions which will have similar circumstance.
