Shortage Of Highly-qualified Labor Issue In Modern Agriculture Development

Our country is an ancient civilization with along history; it is one of the earliest countries which grow crops, the earliest one to entry into feudal society, and the one which has the longest history of feudal society in the world. The self-sufficient agricultural economy of feudal society brought us a sparkling Chinese civilization, but for China’s conservative aspect, we suffered from the oppression of powers over hundred years in modern times. Agriculture is the foundation of one nation, without agriculture, any country would lose the foundation to build the country. Countries all over the world are committed to transform the traditional agriculture of their nations into modern agriculture since that the human civilization accessed to industrial age, so the country whichever got the success is several developed countries in the world today.The development of agriculture and levels of modernization is the most important foundation of social stability and national independence, and it is the indispensable conditions to maintain the national economic stability and the development of urbanization. We can see their industrialization and urbanization process, they are influencing and restricting with the level of agricultural development throughout the development process of developed countries in today’s world. The higher level of the modern agricultural development, and the higher level of the country’s urbanization and industrialization.Modern agriculture is that it makes comprehensive use of modern industry that provide facilities and means of production; it adopts the modern science and technology through agricultural socialization by means of the modern scientific management method managing. Therefore, the quality of farmers, having high quality of the labor force is the key of link of modern agricultural construction, in this way, they can lay the foundation for modern agricultural development, and the development of modern agriculture could be promoted rapidly.The problems of modern agricultural development that our country facing include:first, the problems of farmers’ qualities. Owing to a long period of the dual economic structure system, and the lack of rural education resources, the education degree of farmers is not generally high, their acceptable ability and interest of emerging things such as new technology, new production tools etc. is not that high, so it causes the major stumbling block to promote the new technology in the modern agricultural development; Second, is the problem of the number of qualified labor force. The problem of urban development gap for long time and the problem of disrespect to peasantry for thousands years, it all results in the peasants’first choice to change their identity in the process of changing Chinese peasants their own destiny, and separating from department of agriculture. Especially, the needs of household registration system’s relaxation and urbanization after the reform and opening up, more and more peasants had left the countryside to enter the city, thus it caused the scarcity of rural labor force especially the qualified labor force.This paper combines modern agricultural development experience at home and abroad, through some recognitions of modern agriculture, especially, in the request of workers’quality in modern agriculture, it explores how the deficiency of rural labor force influences modern agriculture negatively via the analysis to the deficiency of rural qualified labor force in our country, and this paper comes up with solutions in view of the problem with the lack of qualified labor force accordingly in the development of our country’s modern agriculture.
