The tangible land market is an important element of China’s market system. Deepening the land management reforms is the key to the promotion of the land market development and healthy development of the national economy. Recalling the course of China’s reform, there are some immature and imperfect aspects in the allocation of land resources under market mechanism, in the implementation of land laws and regulations. How to give full play to the initiative of the government and to promote the standardization of the land management system is a question to be solved. Therefore, to promote the healthy and orderly economic and social development and enhance the resource allocation function of the land market, this essay takes the tangible land market development of Chengdu as a starting point,combining the development status in other regions to identify obstacles to the tangible land market development, looking for roots of problems and finding solutions and measures. Although China’s regional economic development situation is unbalanced, the land market and land management systems of different areas of China have much similarity and are interlinked with each other. Chengdu, an important provincial capital in central and west China, occupies importmant position in China’s economic and social development. Thus the research of Chengdu’s land market will provide a valuable reference for the development of Sichuan Province as well as the whole country.In this paper,various methods have been applied such as survey, documents and data accumulation, qualitative and quantitative analysis, based on lots of previous research results. The paper reviews Chengdu tangible land market development process and introduces the status quo, analyzes the causes of the problems and finally proposes countermeasures. The essay has six chapters, as follows:Chapter I Introduction. Brief introduction to the background and significance of the study, the land market situation at home and abroad, research ideas and methods, innovations and defects.Chapter Ⅱ The basic theory of the land market. First, concept explanation: expounding the basic concepts of land market, the characteristics of China’s land market, the formation of China’s tangible land market and land price mechanism; Second, theory reference:expounding the theory of property rights, rent theory, resource allocation theory and urban land supply theory, and the guiding role of these theory to China’s land market construction.Chapter III Analysis of Chengdu tangible land market development and status quo: describing the development process of tangible land market in Chengdu against the backdrop of the land market development in China, introducing the operations and management systems of the land market, the significance of the establishment of the land market, and the achievement of Chengdu land market.Chapter IV Main problems and the causes in Chengdu tangible land market. From surveys between2003and2010, this chapter investigates the problems in Chengdu land market,such as:lacking of supervision after sale of land; irregular behavior of relevant entity in the land sale process; irrational structure of land supply; imbalance in land supply and demand; ineffective land supply plan; lacking of a regular benchmark land price and referential land price publishing system; imperfect land sale mechanism etc. The causes of the problems are as follows:First, contradictions between the land tenure system and land ownership system in China;defects in existing land use right system; and imperfect land reserve system. Second, the lag of price updating system, imperfect land supply mechanism and inaccurate land supply plan fails to provide a guiding role for demand of land.Chapter Ⅴ Suggestions and proposals to regulate the development of Chengdu tangible land market:First, improve the rural land property rights system, raise the awareness of land property rights, strengthen land registration system and reform the property right system to address problems in operating costs and efficiency;Second, gradually establish a unified land market to ensure the vitality brought by the flow of urban land assets, as well as realize the value of rural land resources, thus the urban and rural land market can play an important role in the national economy;Third, improve the resource allocation mechanism of the land market, strengthen the land purchasing and reserve system, establish a sound legal support system, adhere to the principle of "unified reserve, unified supply", reduce the risk of land reserve funds, give full play to the government’s macro-control functions in land reserve as "reservoir" and "main switch", regulate the legal demolition and relocation system; Fourth, improve the tangible land market management system, including the land auction system, insisting on the allocation of resources.through land market, make land supply plans based on urban development planning, improve the land pricing mechanism, set the benchmark land prices in a scientific and rational way, regularly publish the updated data, adhere to the collective decision-making policy.Chapter Ⅵ Conclusion, this chapter summarizes the research results of this essay, and asks for criticism.
