Urban poverty is generated in the process of China’s urban development and is also aproblem must be solved in this process. Hebei province and other cities around the countryare committed to anti-poverty work which needs cooperation of all sectors of the community.Not only government should grasp policy implementation, but also citizens should do help topoor people in order to realize their self-reliance. The solution to urban poverty problem willimprove poor people’s quality of life, promote the healthy development of the urban economy,and be conducive to build up harmonious society. In recent years, the condition of the urban poverty in Hebei has been improvedthrough adjusting fiscal expenditure and strictly implementing policies of benefiting thepeople. A conclusion is drawn in this article through listing income and daily expenses ofpoor people in Hebei province. The conclusion is that urban poverty group of Hebei provinceis still in distresses, such as low income, low consumption ability, low social security and soon, this group’s quality of life was significantly lower than the average level of the city, so itis an important goal of fiscal expenditure to improve their living conditions, and let themenjoy urban progress. In recent years, Hebei has made significant adjustment in fiscalexpenditure and tried to improve the livelihood of the people, such as expanding the socialsecurity of the coverage area and stable financial subsidies spending, etc. The condition ofurban poverty has dramatically improved in the process. But financial expenditure to urbanpoverty still have problems, such as social security spending covers the area is small, the lackof long-term financial subsidies mechanism, social security spending and fiscal expenditureand price subsidies the linkage of the mechanism is not perfect, etc. the correspondingsolutions are put forward to solve these problems. For example, fiscal expenditure pays more attention to development-oriented aid, creates jobs for poor persons and improves theirquality, builds multivariate linkage system; strictly carry out security room theimplementation of the construction projects and ensure that poor people are approved tocheck in security room in accordance with conditions. Fiscal expenditure of security roomshould be strictly supervised and effects of it should be ensured. Fiscal expenditure shouldestablish long-term and effective mechanism.
