Since 1978,after a series of great changes in the economy and society,the total scale of China's economy has reached the second place in the world,but the income gap of residents continues to increase.Since 2003,China's Gini coefficient has remained above 0.47,equivalent to one-third of the population accounting for one-third of the property.Different groups in China have different incomes for economic development,and the income gap between different groups has widened,especially between urban and rural areas,thus increasing contradictions and affecting social stability.In order to explore the reasons for the formation of urban-rural income gap,the academic community has done a lot of research,and more and more scholars pay attention to the perspective of fiscal and social security expenditure.Social security itself is a system of income distribution.It redistributes the income of members of society through fiscal and taxation tools,regulates the gap between the rich and the poor in the region,and finally achieves fair distribution among various groups and improves the living standards of residents.China's social security system was established in the 1950s and has been continuously developed and improved.The 19th National Congress of the Communist Party of China proposed to strengthen the construction of a social security system.The social security system should play a fair and just role.Therefore,this paper hopes to study the relationship between China's fiscal social security expenditure and urban-rural income gap,to improve the current social security system,and to help China improve the current urban-rural income gap.This article is based on six parts.The first part is the introduction.It elaborates on the background and significance of the topic.It points out that there is a mutual influence between China's fiscal and social security expenditures and the urban-rural income gap.At the same time,it points out that the relationship between the two studies not only has a theory.Value also has practical significance.Finally,it expounds the innovation and deficiencies of this article.The second part is a literature review,which summarizes the literature on the adjustment of income gap between social security expenditures at home and abroad,and reviews the literature at home and abroad.The third part is theoretical analysis,expounds the definition of related concepts,and reviews the society.The theory of safeguarding expenditure to adjust the income gap;the fourth part analyzes the status quo.This paper first analyzes the current situation of fiscal social security expenditure,including all aspects of its expenditure scale and structure.Secondly,it is the current urban-rural income gap in China.Conducting the status quo investigation,using different methods to measure;finally,revealing the problem according to the current status quo;the fifth part is empirical analysis,firstly,the characteristics of the panel data are explained.Secondly,this paper selects the national relevant indicators from 2008 to 2017.The data is empirically analyzed;the sixth part is policy recommendations.Based on the previous article,based on the goal of reducing the urban-rural gap,relevant recommendations are made.Through the above research,the paper draws the following conclusions:First,the Thai property index of urban and rural income in China is decreasing,indicating that the urban-rural gap in China is shrinking,while the Taier index in the eastern,central and western regions is increasing.Second,China's fiscal The financial burden rate of sexual social security expenditures is getting higher and higher,and the adjustment effect on income is continuously strengthened.Third,through empirical tests,the effects of fiscal social security expenditures in different regions are different,showing fiscal social security expenditures in the central and eastern regions.It played a positive adjustment role,but in the western region,the regulation of fiscal social security expenditure was not significant,indicating that the social security expenditure in the western region did not play its due role.Finally,based on the goal of reducing urban-rural gap and guiding social equity,combined with the results of empirical analysis,the paper proposes that an integrated urban and rural social security system should be established,increase the proportion of social security expenditure in fiscal expenditure,and adjust the structure of social security expenditure.To the rural areas,through the continuous advancement of China's urbanization,play an active role in adjusting the urban-rural gap.
