Research On The Problems And Countermeasures For The Medical Insurance Of Peasant Workers

With the acceleration of urbanization process, the deepening development of marketeconomy and the rural industrial structure changing in China, there are more and morepeasant-workers. According to data released by the National Bureau of Statistics in2009, thenumber of migrant workers reache about230million, and the number of peasant-workers are150million. As the force in the process of Chinese reform and opening up, peasant-workersbecome the impetus of urban and rural structure reform. But due to various economic,institutional and historical reasons, peasant-workers medical insurance benefits is difficult toget effective protection, which will not only hinder the free movement of labor, but also affectthe social and economic development in the long run. Therefore, how to meet the long-termpeasant-workers medical insurance demand sustainably not only has a realistic significance,but also has a strategic siginificance.This article introduces the research background firstly, the researching status at home andabroad, the researching purposes, the significance and the innovation, the researchingmethods and the main contents. By introducing the present situation of peasant-workers, itanalyses the realistic needs of medical insurance to peasant-workers and the necessity and theurgency of turning the medical insurance of peasant-workers into the urban medical insurancesystem. Based on overviewing of China’s peasant-workers medical insurance system’sdevelopment process, it further analyses the dilemma of the peasant-workers’ medicalinsurance development. Due to the medical insurance system of peasant-workers remainsstagnant, the supply of the new rural cooperative medical system can not match the needs ofpeasant-worker groups, and the existing medical insurance policy of the urban residents hastoo high barriers, the medical insurance level for urban workers is also too high, which lead tothe medical insurance of peasant-workers insufficient. This article further analyses the mainreason for the insufficient insurance of peasant-workers from three aspects, the low levelunified accumulation of the medical insurance system, outdated information management, theconversion of medical insurance mechanism which has high barriers, which lead to continueto move difficulty, and the weak linkage mechanism of other social system, many policyobstacles and so on. In view of foreign migrants’ medical insurance developed earlier, itaccumulating many successful experience after many years development, therefore, itintroduced the foreign migrants health insurance system, from which it is easy to draw lessons for the Chinese migrant workers’ medical insurance.Through the analysis of every chapter, in the fifth chapter, the article first puts forwardthe basic principles of improving peasant-workers medical insurance system, and furtheranalyses the peasant-workers medical insurance development path, then it puts forward thatthe medical insurance of peasant-workers will be joined into the urban residents medicalinsurance system in the short-term, and proposes a suggestion of putting peasant-workers intothe urban employee medical insurance system in the long term. Finally puts forward policyrecommendations to help improve the Chinese medical insurance system of peasant-workersthrough the following aspects,such as strengthening the coordination mechanism of themedical insurance resources, reducing the distorting effect of intergovernmental game on thecontinuous transfer, desalinating the policy blocked function of register system and avoidingsocial exclusion which caused the lack of the rights, it of perfecting.
