Analyzes the formation mechanism of the group of primaryand secondary cities from the inevitability of regional development, the roles andcharacteristics of the primary and secondary urban agglomerations, and Baoding, for example, the use of concentration and first-degree theory, and by the gravity model and exercisepoints model for sub-centers associated degree and feasibility analysis, correctness clearBaoding three strategies. Finally, through empirical analysis process to identify the problemsfaced by the development of primary and secondary urban agglomerations, and put forwardfeasible suggestions: limited expansion of the region, and take advantage of comparativeadvantage, innovation, improve the intrinsic quality of the city, improve the citycarrying functions to achieve sustainable regional economic development.
