Research On Exit Mechanism Of Urban Low-rent Housing In China

In order to solving the housing problems of low-income families and strengthening the government’s public administration and social service functions, the government has established the Housing Security System, improved China’s housing security system, and perfected the construction of system for renting affordable housing to meet the basic housing needs of low-income families which are inevitable requirements of improving China’s social security system and maintaining social stability. After more than ten years of innovation and exploration on the housing system, the system for renting affordable housing has made some achievements. Still, there are many problems. Especially, there are embarrassing situations in which people refuse to move out when they are no longer qualified. And move-out mechanism is not particular perfect which is significant for effective use of public resources and maintenance of low-income housing’s living rights and benefits. To make rational use of land resources, especially low-rent housing resources and reflect the social fair and justice, it is indispensable to make related supporting policies for low-rent housing, strengthen our country’s law and system, build individual credit rating system, improve the supervision, continuously improve our transfer efficiency of low-rent housing and accolades these low-rent houses to low income families. To reflect the status of low-rent housing’s move-out mechanism and those existent or imminent problems, the article demonstrates the necessity through combining theory and practice together, standardization research, analogy and making reference act. And it also analyzes the system defects and operational defects separately and gives corresponding countermeasures.Firstly this article briefly summarize the background and significance of low-cost housing’s move-out mechanism and then elaborating related concepts and systems of our low-cost housing, propose the social security theory and the theory of fairness and efficiency involved in move-out mechanism low-rent housing system involved in the social security theory and the theory of fairness and efficiency. Through referring domestic and international research theories, it argues that its intended effects of move-out mechanism is uncertain, and even pessimistic judgment which is based on existing regulations itself and implementing conditions. In this section it describes the uncertainty of move-out mechanism through six parts from two aspects-systems and implementing conditions. Then, through the analysis of low-rent housing’s move-out mechanism overseas, in particular Hong Kong and Singapore, it obtained the corresponding policy recommendations and conclusions.
