E-government has become an important driving force of economic and social development in our country,and it gradually became the means of promoting social service by local governments.With the increase of office information technology equipment in government,the equipment maintenance and management problems are also growing, the existing IT infrastructure E-government is the traditional PC, existing problem in data security, management cost, utilization of resources and cost, etc.Desktop virtualization is one of the products which have the most commercial market prospect in today’s cloud computing products,it will be applied to separate desktop environment and the associated application software from physical client through the software technology,it change the computer desktop into virtual desktop.The traditional thin client model is applied in desktop virtualization.The thin client only play a role of connecting to the virtual desktop server to transfer and display,but not participate in any desktop system’s calculate, all virtual desktop running in the data center and unified management. At the same time, the user experience can get close to the local PC. The Application of desktop virtualization technology can greatly improve the office equipment in data security, management, maintenance and resource utilization.The paper proposes and develops the e-government desktop cloud platform based on open source technology.The overall design of the platform are based on open source desktop virtualization technology QEMU-KVM, using SPICE as desktop transfer protocol which has a better performance,using Libvirt to achieve the management of the virtual desktop. The paper discusses and analysis the functional requirements of the electronic government environment desktop cloud platform in detail, Using C/C++ language through GCC compiler design and implementation desktop cloud platform for e-government system under Linux, and according to the actual needs of e-government system, building a video server which is based on the MJPG-Streamer on the cloud terminal. At the same time,using MFC tools to develop a activeX which is designed With the help of the IPicture interface to complete the image display and camera function in the virtual desktop browser environment in the virtual desktop,to Complete the collection of electronic photos of documents.Provides a ―simple, efficient, safe, energy-saving‖ desktop cloud platform for e-government infrastructure construction.The paper finally accord to the XX district e-government project background analyses and discusses the hardware and software of desktop cloud platform and the process of implementing and configuring and shows the main function from the perspective of application.And then compare the desktop cloud platform and traditional PC mode in the future management of cost,one-time costs, and energy consumption, etc through the specific data to analysis the advantage of the desktop cloud platform.The desktop cloud platform is based on open source technology :QEMU-KVM, SPICE, Libvirt, The desktop cloud platform reduces the desktop cloud platform implementation cost effectively, it has important practical significance and economic value.
