The ability of the competition of the companies will be improve by building the suitable rules for themselves.MVC is one of the best frame for the system, with the model, view, control layer conception can efficiently improve the reuse rate of the code, decrease the connections between the data expression, description and the system operation. With the assistance of the modern technology like Ajax, Microsoft WF, and B/S structure, the utility of the system will be signification improved.In this paper, After analyze the requirement and the status of the companies, the function modules contains several models such as rule creation and management, rule assessment, system management to achieve the basic requirement of the system. With the help of the functions achievement, the framework of MVC will be researched as well as the advantages and problems. In the end, the system could be finished to achieve the aim of informational, regular and programed.
