In recent years, the "wisdom" concept came into being, "smart city" that is, the use of advanced technology as an important support for the city.Location information of the target plays an important role in the "smart city".With the rapidly growing popularity of smart mobile terminals and mobile Internet, the demand for high-precision positioning and navigation indoor and outdoor growing. Especially in smart mobile devices combined with location-based services deeply, gradually it changed people’s lifestyles and existing business models, and are playing an important role in supporting the foundation.Currently, energy conservation, reducing energy consumption as the main development direction of the green WLAN, in order to achieve the minimum power, that is closed in accordance with the user’s communication needs AP adaptively or artificial opening, at the same time, due to changes in the indoor environment the received signal from the AP, some may contain a lot of noise, so constructed Radio Map incomplete and contains noise interference. Combining the direction of green AP development, proposed based on the Matrix Completion and Matrix Recovery of Radio Map filling and recovery algorithms. Thereby significantly reducing energy consumption and AP RF radiation at the same time, improve positioning accuracy.Firstly, aiming at the result of for close AP Radio Map absence of signal space, this paper presents an IALM-MC filling algorithm able to have missing elements Radio Map for effective filling, after filling the Radio Map online stage can be reliably received RSS(Received signal Strength) signal is valid mapping to improve the online positioning accuracy. Currently, traditional for incomplete Radio Map approach is to directly fill the minimum, but this approach led to the positioning error is too large, the proposed method can be filled with incomplete Radio Map to achieve the purpose to reduce the online positioning error.Secondly, the actual objective conditions for constructing Radio Map, indoor complex electromagnetic environment will also produce a certain signal propagation interference, this paper presents a SVD-Hankel recovery algorithm, the algorithm can be divided Radio Map RSS noise space and space by setting an appropriate threshold. The proposed method can solve the offline build noisy Radio Map to improve positioning accuracy.
