Due to the limit of communication lines, the traditionalvoicedispatching systemwhichbasedon PSTN technology is lack of flexibility, and there are many other drawbacks, such as poor compatibility, poor manageability, slowly deployment and high cost etc. It cannot meet the needs of currentvoice dispatchingsystem.With the rapid developing of Internet technology, VoIP technology, which transmit multimedia information over IP network has become a hot research topic. Due to its flexible character, low cost and open platform, VoIP technology takesmore and more import place on communication fieldand has become the main developing direction.Based on the study of current voice dispatching systemand combine with the needs of modern voice dispatching system, a multi-level multi-domain collaborative voice dispatching system which based on VoIP is designed. The system offers an effective solution to solvethe problems which current voice dispatching system facing: poor manageability, low security and lack of effective scheduling etc.To solve current problems invoicedispatching system, the paper researched the technology about priority scheduling strategy, multi-level multi-domain collaborative management system and endpoint access control technology. Depending on such research and analysis, the paper offers an overall architecture of the system, and makes a detailed design to its voice dispatching server and dispatching console module.Depending on these study, the paper realizes amulti-level multi-domain collaborative voice dispatching system. In order to verify the feasibility of this system, a relevant experimental environment is build and then make a test to itsmain function. The test result shows the system operation is stable and achieves its desired goals.
