With the continuous development of China’s marine information process, marine information system plays a key role in the treatment of massive marine information. However, the development of China’s marine economy is still on a weak stage, the marine economy accounts only about 10% of our country’s total GDP, so it has an important economic and strategic significance for the country to vigorously develop the marine economy. To provide enough information and technical support for the development of China’s maritime career, National Bureau of Oceanography has implemented a ―Digital Ocean‖ project, and built a large number of marine business application systems. These systems promote the development of China’s marine strongly, but begin to appear more and more problem in the same time, such as resource consumption and high operating costs, lack of system planning and system maintenance difficulties. National Bureau of Oceanography intends to adopt the emerging cloud computing and cloud services technology integrating existing marine environmental information system to create a efficient marine environment cloud computing platform which supplies service on demand for the end-user and saves energy. The development of cloud computing promote the combination of cloud platform based on web service technology and workflow technology, making resource sharing and service integration based on marine Cloud computing environment become practical needs in the field of marine information construction. Because of the marine environment information data resources characteristics of heterogeneous, dispersion and diversity, the lack of flexibility of the workflow model cannot completely adapt to the dynamic, loosely coupled ocean environment information requirements.In this paper, the formal description and system implementation of marine environmental information service flow for content, based on workflow technology to realize service based dynamic combination, designed to realize dynamic service flow, the service flow analysis for the dependence of their sub servers. The main features of dynamic distributed and loosely coupled to the marine environment information requirement. The mainly work in this paper is listed below:1. By analyzing of the interaction protocol of marine environmental information service flow and interaction mechanism, design and implement the marine environmental information service flow model, formulated the communication protocol standards. 2. After analysis in the demand of the cloud computing and cloud services platform based on marine environment, this paper has carried on the overall architecture design of marine cloud platform. Design and implement the marine environmental information service flow engine. It’s responsible for controlling and coordinating the execution process of calculation model. 3. Design and implement the Key algorithm PRSF of service flow engine and service flow mechanism. Executing service flow processing with the highest efficiency and the lowest cost. Combined with the interactive interface between Web side and the service-flow engine, we also realized the core of the monitoring module—task execution progress extractor. 4. Finally, we construct a prototype demonstration system, preliminary implement the service flow system base on the cloud platform of ocean environment information. We test the prototype demonstration system through two typical applications- tidal level calculation and visualization of ocean environment information. Experimental verification the realization of the platform and system function on the whole, proved the usability of the software service flow system platform, and in dealing with large-scale data this service flow system has the high advantage and execution efficiency.
