With the rapid development of mobile communications,facing the growing data traffic as well as the current increasingly scarce spectrum resources, carrier aggregation has became one of the key technologies in LTE-A system. In LTE-A system, the mobile terminal can scheduling resources in a plurality of Component Carriers(CC), which makes the scheduling more complicated, therefore, the study of resource scheduling under carrier aggregation has became more meaningful.Through the research of the three classical scheduling algorithms, A resource algorithm which based on the Resource Block(RB) feedback in LTE-A was proposed. The algorithm based on Maximum Carrier to Interference(Max C/I) algorithm and adjust the current resource allocation through the distribution of resources between users by the previous period. The algorithm is a compromise between the user fairness and system performance, compared to Proportional Fair(PF) algorithm, it can balance the resource allocation between LTE users and LTE-A users.Taking into account the different requirements of the minimum transmission rate among different users in LTE-A system, and each user must use the same MCS, thus a suboptimal resource block allocation scheme was introduced. After analyzing the transmission model downlink system, an optimal resource allocation scheme was obtained, due to the difficulty of solving the program, resource allocation algorithm is divided into two parts, firstly, setting a CQI threshold for each user and drawing user’s average channel gain by user’s feedback of CQI, according the user’s average channel gain and the minimum rate, estimating the number of RB required by each user; secondly, allocating RB to users according to their priorities.In the LTE-A system, taking into account the load, the user’s QoS requirements and user terminal power consumption, among other factors, the system was configured to provide users with PCC and SCC. Therefore, this paper studied resource scheduling with PCC and SCC under carrier aggregation, on the PCC and SCC configuration policies, the user’s PCC was configured by the best average channel gain and the user’s SCC was configured by setting an average channel gain threshold. During resource scheduling,the user’s resource scheduling was determined by introducing a selection factor in the scheduling algorithm. Given the average channel gain is the criterion of the configuration of PCC and SCC, compared to the system without PCC and SCC, this scheme can achieve better system performance.
