With the development of wireless communication, more and more people start to use wireless terminals for communication, which makes the spectrum resources more valuable. In addition, the next-generation mobile communications should meet the requirement of high quality services at the lowest price, such as high-definition video, high speed networks and so on. However, if we can’t make an effective use of the spectrum resources, we will not be able to meet these needs. In order to meet the needs of users, LTE uses OFDM technology to solve the intra-cell interference, greatly enhance the performance of the system.Because LTE uses OFDM and other key technology, the frequency within a cell are orthogonal, it is considered that the main source of interference is inter-cell interference. Meanwhile, the same inter-cell frequency reuse network coverage policy leads to serious inter-cell interference. How to overcome the inter-cell interference is a hot spots in the current research on LTE system.In order to solve this problem, 3GPP proposed inter-cell interference coordination(ICIC) technique. Traditional ICIC scheme allocates resources mostly from the perspective of frequency, it makes the user’s frequency orthogonally, and weaken the inter-cell interference greatly. There are still some ICIC schemes allocate resources in time domain, it makes the time of call the users at the edge of adjacent cell are mutually orthogonal, it can also weaken the inter-cell interference.This paper is based on the traditional ICIC scheme, two new kinds of resource partitioning scheme which based on time-frequency domain are proposed.1) an ICIC scheme RSFR based on time-frequency domain: first analyzed the advantages and disadvantages of the frequency ICIC schemes and time ICIC schemes, then propose a time-frequency domain ICIC scheme RSFR. This scheme allows edge users to schedule the best resource blocks across the frequency domain, and increases the gain of frequency-selection,effectively improve the throughput of the system.2) a dynamic ICIC scheme DRSFR based on time-frequency domain: first analyzes the advantages and disadvantages of RSFR. On the basis of RSFR, a dynamic scheme DRSFR based on time-frequency two dimensional was proposed, which can solve the problem of unfairness on throughput of the edge users.To conduct a validation of the RSFR and DRSFR, we simulated these two schemes in a systemlevel simulation platform. Simulation results show that the RSFR scheme and the DRSFR scheme can effectively improve the frequency selection gain and the whole performance of cell. With respect to the static RSFR program, the dynamic DRSFR can solve the problem of unfairness on throughput of cell edge users while enhance the fairness of the system.
