Multi-layer satellite network is an efficient solution to the problem of global communications. The multi-layer satellite network has complicated structure and limited spectrum resources. If these limited channel resources cannot be allocated reasonably in multi-layer satellite network, it will result in low efficiency of the entire satellite communication systems, low satellite network satisfaction of the users, and the waste of valuable bandwidth resources. Therefore, it is essential to manage effectively multi-layer satellite network channel resources. Relevant researches focus on how to design an effectively multi-layer satellite network resource management strategy.This thesis summarizes the existing satellite network channel resource management strategies and its characteristics. The thesis also analyzes the problems caused by such satellite network channel resource management strategies in multi-layer satellite network. The thesis proposes channel resources management strategy for multi-layer satellite network based ARIMA. The thesis introduces that the multi-layer satellite network users’ priority is divided. Through multiplication seasonal ARIMA model, the traffic of new callers is predicted effectively. The method is designed as well so that multi-users can get access to multi-layer satellite network. The simulation results demonstrate the effectiveness and accuracy of the prediction model. Consequently, in order to satisfy the service quality of multi-users in the multi-layer satellite network, on the basis of prediction, this thesis proposes channel resource management strategy for multi-layer satellite network based on game and degraded model, which constructs a game model of multi-layer satellite network resource allocation to determine the degraded users’ types and bandwidth, and also utilizes the degraded level model to determine the specific degraded users. The simulation results prove that this strategy can decrease the blocking rate of the whole satellite system, and meet the overall satisfaction of users.
