Substation inspection is one of the most important guarantees of safe and reliable operation of the substation. The traditional manual inspection exists the disadvantages of much workload, many subjective factors, etc., then the missed and false detections are easier to be caused by the negligence of the staff, which will bring hidden troubles to the safe operation of substation. In order to solve the disadvantages of the traditional manual inspection, with the rapid development of intelligent robot technology, the substation intelligent inspection system which uses intelligent robots to replace human to finish the inspection work arises at historic moment.Currently, the main communication ways of the intelligent inspection robot system are WiFi and other wireless RF communication. However, in the strong magnetic environment of the substation, there are serious electromagnetic interference, which can not guarantee the reliability of communication. Visible light communication has the advantages of high bandwidth, no electromagnetic interference, etc. which has a good application prospect in the substation and other radio frequency sensitive areas. In addition, relying on the indoor LED lighting facilities, there is no need to lay additional communication equipments, which also has the advantages of energy saving, environmental protection and low cost. According to the special scene of the underground substation, this paper mainly studies and designs a kind of intelligent inspection robot system, which can replace the conventional radio frequency communication, and realize the data communication between the base station and the inspection robot.This paper first introduces the principle, characteristics and the indoor positioning technology of visible light communication, and points out the advantages of visible light communication applying in indoor substation through comparing to the RF communication technologies from communication and positioning respectively. Secondly, according to the characteristics of visible light communication, the system model and software functions of the intelligent robot system are studied. Finally, in order to ensure the continuous communication of the inspection robot in the mobile process, a cell handover algorithm is proposed, and the rationality and effectiveness of the algorithm is verified by experiments.
