Nuclear power as a kind of clean energy, is increasingly being valued by the state and people around the world. Nuclear power transmission and distribution system is an important part of nuclear power. With the development of electric power technology and electronic information technology and the research and construction of smart grid, the remote terminal unit(RTU) of distribution automation, as basic power monitoring device in electric power automation system, plays an increasingly important role in electric power automation system. In the nuclear grade power transmission and distribution system with high demand on safety and reliability, the design and implementation of intelligent RTU of a high reliable and good real-time performance has realistic and far-reaching significance.In this paper, based on the system engineering thinking, in accordance with the safety, reliability and real time design principles of the RTU system, referring to relevant electric power industry standards, combining with the application requirements of nuclear power transmission and distribution system, the system’s overall design scheme and modular design scheme that choosing the embedded ARM9 core as hardware design platform and the embedded real-time operating system VxWorks as software design platform are given. Subsequently, the RTU system’s three critical modules design- main control module, data acquisition module and data communication module is completely designed using a variety of basic technology such as bus and interface technology, network communication technology. Thus, an intelligent power data acquisition and monitoring RTU prototype system based on the embedded ARM9 and the VxWorks is developed. The designed RTU has basic electric parameter data acquisition, processing and remote communication functions. It has great advantages and application value in data acquisition accuracy, network communication and real-time, reliability, expansibility, thus provides a solution for the embedded system design of intelligent RTU in power system field.At the same time, according to the further requirements of system security and reliability under special application, this paper designed a trusted platform module and integrity measurement trust chain model based on Vx Works using the embedded trusted computing technology. In the aspect of data security and confidentiality in network transmission, this paper combined with the chaotic sequence cipher and AES(advanced encryption standard) algorithm, proposed a dynamic seed key AES encryption algorithm based on compound chaotic sequences and finished the software implementations to solve the traditional AES algorithm’s security reduction problem caused by the unchanged seed key and fixed key space. And then combined with the digital signature technology, a kind of secure packet data format based on ‘104 protocol’ is designed for identity authentication and message integrity check. It improve the security standard of wireless network communication system without affecting the real-time performance at the same time and provides a new idea for the embedded RTU designing in special applications.
