The development of information technology has made the communication market competition more and more highlier. Improve the quality of service to users quickly resolve user complaints, Mianyang is the main way to enhance the mobile business services, and customer loyalty, the development of the system as a background.This system was developped by the software engineering principles. It was to use document-driven development, the waterfall development model. At all stages of system development has formed an effective development of the document. Demand analysis. This system was divided four parts. They were system management module, management module complaints, complaint handling module, statistics module complaints. Secondly, it was analysised by UML object-oriented, the case analysis. It used case to describe the data in each module of the system involved in the main business. Finally, complaint management company’s business scope, the development of technical features, and support for the company, to determine the feasibility of the system development.In the detailed design phase of the system, combined with the needs analysis of the contents of the system management, complaint management, complaint handling, complaint statistics to achieve business logic of the sort. The database of this system was designed by ER diagram analysis; The expected combination of software development structure, sub-module of the system development framework, the logic flow of the detailed design. In the detailed design, to achieve the main logic of the modules need to be addressed in pseudo-code, and documentation designed.System development language is C# language. In accordance with the requirements analysis, this system architecture was developed by CS. In the paper, describled the process of system implementation, and testing procedures. In the development process, the first based on the detailed design, sums up the common module system were developed. And then developed a system management module, management module complaints, complaint handling module, statistics module complaints. Then points to the development of the system module by module realization described.Tis system was completed, and the contents of the system was right. During the testing process based on business and program implementation, the preparation of test cases, and then combining the needs of business, we were tested. According to the results, this system was right, and it can meet the requirements of the system. At last, the system effective promotion of Mianyang mobile service quality levels on customer service.
