With the fast development of science and technology, multimedia devices arerapidly updated. People‘s practical need of high definition and ultra high definition videos and the reality of the abundant video resources transmitted by Internet in the age of Big Data motivate the high demand of better efficiency of video coding.As a result, video compression standards are developed generation after generation.High efficiency video coding standard is a new international video compression standard based on the hybrid coding structure. The new techniques adopted in HEVC help the compression ratio doubled over the high profile of the H.264/AVC standard. Besides, new domestic standards are developed by Audio Video coding Standard Workgroup of China such as AVS-2 which can remarkably promote coding efficiency over AVS+ standard.But the search for higher compression efficiency is endless and researchers will devote continuous efforts to optimize the video coding from many aspects. As a valid tool to lift the coding efficiency, the Rate-Distortion Optimization technique is an area of research focus.The whole structure of this paper is organized as follows:Firstly, several video compression standards are introduced according to their history of development. Especially, the newly developed international standards HEVC and the 3D extension of HEVC are introduced briefly. Besides, the development and basic theory of RDO technique is introducedin detail.Then, in order to propose our GOP-level QP Offset setting method under RA structure, some theoretical work is conducted.Through the statistics and the analysis of the reference relationship among GOPs under the RA configuration, a novel GOP-level Quantization Parameter Offset setting scheme is proposed by utilizing the redundant information among GOPs which has not been fully considered in recent techniques.Two major research points as the academic contributions are listed as follows.1. In the 2D video coding system, a GOP-level QP Offset setting scheme is proposed and applied in the reference software HM16.4 and RD11.0 of the HEVC and AVS-2 standards. The test results show the effective of our scheme and the redundancy among GOPs is further eliminated.2. In the 3D video coding system, different GOP-level QP Offset setting schemesareproposed and applied in the reference software HTM14.1of 3D-HEVC for the texture and depth coding in the multi-view system. And the experimental results compared with the reference software HTM14.1of 3D-HEVC standardshow the validity of our method. The gain of the synthetic view is remarkable.
