The Study On The Influence Of Information Dissemination Factors On The Satisfaction Of Benefiting-Farmers Policies

The issues concerning agriculture, countryside and farmers have always been attached great importance by the Communist Party of China and the Chinese government, also is the important subject which must face in the process of rural China development. China, as a traditional agricultural country, the matching benefiting-farmers policies with it must be set up and released, to support agricultural production, promote the rural development and help farmers get rich. Under the traditional administrative system of bureaucracy, with the sinking step by step of the benefiting-farmers policies, it must go through multiple levels of pipeline, and then flows from the state to farmers, so the fidelity of information must be valued. In the process, due to the existence of the problem of incomplete information and asymmetric information, also information dissemination mechanism is not sound, so, which inevitably lead to the situation of information blockage, information loss, and information distortion. The farmers can’t get the true and overall information, thus, which affects the overall satisfaction evaluation of benefiting-farmers policies.This paper which based on the results of previous studies, reviewed and summarized the related literature, and then make an empirical study on the influence of information dissemination factors on the satisfaction of benefiting-farmers policies. The study in this paper, looks forward to find the factors which influences on the information dissemination of benefiting-farmers policies and the problem that exists in reality, tries to find a constructive solution, and then provides some feasible policy suggestions. At first, this paper built the theoretical framework and the research hypothesis, then, designed the questionnaire and carried out field investigation, at last, utilized statistical software STATA 12.0 to analyze the data, introduced thirteen independent variables and a dependent variable, built the weighted least squares regression model, to research the influence that information dissemination factors impact on the satisfaction of benefiting-farmers policies.Combining with the above research, the main conclusions of this paper are as follows:1.The level that famers’ overall satisfaction evaluation of preferential policies is low, remaining at the lower-middle.2.The most satisfactory benefiting-farmers policies are the new cooperative medical care policy、the rural minimum living guarantee policy、the grain subsidy policy; The most unsatisfactory benefiting-farmers policies are the rural micro-credit policy、the rural road network construction policy; The satisfaction of the other policies is of medium level, namely of average satisfaction.3.The satisfaction of benefiting-farmers policies is affected obviously by a variety of factors of information communication and some demographic variables, all hypothesis in the research of this paper has been testified.It has an obvious positive correlation among the ten variable factors such as government information release、the situation of information flow and the quality of information received, etc. with the satisfaction of the benefiting-farmers policies; However, there is a negative correlation among the education level、the family which has some people study outside or work outside and the information expectations with it.4. Combined with information dissemination, transmission, acceptance and evaluation of the whole process it found:There are a series of factors such as information dissemination mechanism is not sound, the problem of inaccurate information and insufficient information is serious, information transmission is not smooth, the gap or the blind area between the farmers and the government exist abundantly, which seriously affected the farmers’ satisfaction evaluation of the benefiting-farmers policies.In view of the above conclusion, this paper proposes some countermeasures and advices: improves the pertinence of policies information; propaganda of policy information becomes more open and transparent; builds a platform of policy information transmission and control; Implement strict and effective supervision and management of information; Establish the information of benefiting-farmers policies feedback mechanism; Develops rural education, raise the level of farmers’ culture; At last, combined with the status of work, this paper puts forward the study limitations and the development direction of future research.
