The rapid development of mobile communication, enabling users have sprung up all kinds of business types.These types of network bandwidth, network signals, intelligent terminal mobile rate, network load and other network performance parameters have different requirements. All kinds of access technologies continue to emerge, each one has its own merits of their performance, and provides the possibility of the realization of multi service users. The future mobile communication system is a wireless heterogeneous network with the coexistence of various access networks, which can provide users with all the time, ubiquitous service, and improve the quality of service.Integration of heterogeneous wireless networks requires the support of a variety of key technologies, and cell selection and access control as the foundation of the fusion of multiple access technology, has great academic value in the realization of network load balance, improve the reliability of user services, and improve the utilization of system resources. Based on reading a large amount of literature, this paper analyzes the advantages and disadvantages of various cell selection and access control algorithms in the past, and puts forward my own algorithm.In this paper, considering the advantages of genetic algorithm, fuzzy theory and BP neural network, and proposing a cell selection algorithm based on genetic algorithm and fuzzy neural network(GA-FNN). Using the advantages of genetic algorithm to make up the shortcomings of slow convergence of BP neural network, and in the process of cell selection, joined the pre decision module, and through the users filter, reducing the complexity of the algorithm and system costs. The network signal strength, the network bandwidth, network load and the user terminal movement speed as input of fuzzy neural network, after processing, it is concluded that the output value, according to the output value to choose. The algorithm considers the more cell selection decision factors, with the traditional selection algorithm based on signal intensity area compared, the algorithm in the pages of average response time, when the node receives the data of network traffic etc. aspects are improved. The simulation results show that the GA-FNN algorithm is feasible.Access control algorithm is another focus of this paper, and a novel dynamic accesscontrol algorithm is proposed. In the algorithm, considering the user’s tariff level and access costs lower use first. Using RED algorithm to manage the call queue, with a certain packet loss rate dropped to reach the packets, thereby reducing the possibility of network congestion. When there are redundant resources in the system, the dynamic priority of each call is calculated. The minimum dynamic priority value of the call service is first to be serviced, and the fairness of the algorithm is guaranteed.
