| Technology has been developing, there also are great changes in the computer technology. Especially, in recent time cloud computing as soon as possible develops. Therefore, a new technology, mobile cloud computing is generated at the moment. Learning mode has taken place greatly using computer technology. Education technology has changed too. Each of the innovations will bring all the students of colleges and universities with a good learning experience, and different feelings. As everyone knows, a large numbers of mobile terminal applications have been produced including Apple and iPad. So many mobile terminal learning soft-wares were born. M-learning is also produced. The traditional learning mode is made under the network learning resource management platform. But there are some problems, for example limited resources, single way, have a Non-unified management, etc. So mobile learning is produced, which allows students at any time and any place to learn. You can see that the advantages of mobile learning are very independent, flexible, interaction, and economy. To a certain extent, it makes up the shortcomings of traditional network learning.In this paper, it aims at learning some drawbacks of the traditional network and mobile cloud computing provides a certain inspiration, embarks from the practical application. It presents the learning quality evaluation model based on mobile cloud computing environment. This model is based on the mobile cloud computing. This paper develops a new model based on multi-objective optimization methods, which solves low system efficient, high cost drawbacks in traditional evaluation platform. By analyzing the model and designing interface, we get the new evaluation model. The results show that it has more advantages. First, it analyses research status at home and abroad about mobile cloud computing and learning quality evaluation model. Second, it researches learning quality evaluation model using structure method, analytic hierarchy process and fuzzy comprehensive evaluation and the multi-objective optimization method, combining many theories such as the user perception theory and the theory of the user experience. Third, it develops and designs the learning quality evaluation model in the case of mobile cloud computing including two models: cloud storage module and learning quality evaluation module. Next, it makes effect analysis of the learning quality evaluation model. It can be seen from the screenshot in this article; students can take advantage of the development of the client evaluation for evaluation at any time, and can integrate the resources of the cloud.
