In recent years, driven by market and policy, the animal husbandry output value of many areas whose dominated industry is livestock displayed a growing trend, and the proportion in agricultural output is quite large. In the long-term developing of the livestock, although livestock management level in China had a great advancement, but the current spread of livestock information is still relatively backward. So many large-scale farms developing in today’s market economy must have encountered many problems. For example, industry Information Island was serious and poor sharing, and industrial information timeliness was poor and so on. So livestock informatization has been becoming the development trend of the modern livestock industry. At the same time, it is also the only way to realize the sustainable development of livestock husbandry industry. Livestock informatization is the combination of computer with its related technology and livestock industry management theory. It realizes to manage the information which is related to livestock with the means of information. Create a livestock information system, not only made the efficiency of the staff at all levels in the livestock sector improve, but also made more livestock-related information management procedural and standardized. And it has a great role in speeding up the development of livestock informatization. The level of livestock informatization directly affects the degree of development in the livestock industry, which would also have a far greater impact on China’s economic development.The issue has taken the development of livestock industry in Heilongjiang Province as an example, which aimed to design a cultivation distributed geographic information system based on GIS. And then the issue integrated it to the large-scale farms information monitoring system which was under Heilongjiang Provincial Animal Husbandry Bureau. At the same time, in order to make the relevant work at all levels to be more efficient and convenient, this subject developed a set of mobile terminal App application based on the Android system. The system was mainly in the provincial, municipal, county, township and village levels to achieve the user qualification information and production information audit. It realized intuitive monitoring all relevant information of Heilongjiang Province on a map. It also provided decision support of data to the Animal Husbandry Bureau in Heilongjiang Province.Since Heilongjiang Provincial Animal Husbandry Bureau held a farming enterprises filing system, and this system was also related to the geographic distribution of information modules. Since farming enterprises filing system’s map version was older, and the location was not accurate, and the map information was not comprehensive. At the same time, these two systems have repeated obtained the geographical target of Heilongjiang, which resulted in a lot of problems. Firstly, since the GIS resources must be authorized to purchase, the above two systems used two sets of maps, which led to developing cost increased significantly. Secondly, data collection, scale, benchmarking and projection, and the application purpose of the two maps are different. It led to the multiple expression of Heilongjiang Province geographic target in different data sets, and staffs at all levels in Animal Husbandry Bureau shared data difficultly. Meanwhile, the above problem in the development of other related areas were also often encountered.The study was to reduce the cost of system development, and improve the accuracy and consistency of geospatial data, and add new spatial entities, and update properties which combined with spatial characteristics of the dataset, and save the resource of the platform of GIS SERVER. As the study meeting the business information needs of the staff at all levels of the Animal Husbandry Bureau, at the same time, taking geographic information distribution module of the large-scale farms information monitoring system and the farming enterprises filing system as example, researched the map conflation technology in depth. Comparing and analyzing related algorithm of data preprocessing, the same name entity matching, and data’s adjusting and merging, the study used the map conflation technology of topological relation. Namely, the study improved a variety of algorithms of points, lines, and surfaces. It implemented and solved the issue of map databases consolidation which from two different sources but the same geographic goal. At the same time, the study provided the solution for the application of map conflation technology in other fields.
