With the popularity of computer and the Internet, information technology is widely used in many different kinds of domain. The hospital information management system has been developed in many kinds of hospitals, then hospital personnel can get freed from the busy affairs and improve their work efficiency. Recently, many requirements have been increasingly important for the ability of emergency responding of hospital. There is a critical problem in hospital resource management, how shall we achieve the goal of scientific dispatching doctors and medicine. Traditional method is depended on the experience of managers to allocate, but it is influenced by the subjective of managers, it is difficult to ensure that the allocation plan is scientific, on the other hand by the objective impact is difficult to guarantee the efficiency of the allocation plan. So this paper studies this issue.How shall we configure these resources legitimately with the situation of emergency and mess resources from hospital? Firstly, we should orientate a reasonable understanding of these resources and analyze the characteristics and needs of the emergency. These doctors, who refers to all types of health care workers, they can be managed by their different departments and their registration information of all sorts, Material refers to all kinds of medical supplies which can be supplied by purchasing department from supplier, and then the Ministry of storage pharmacy acceptance and usage. In the entire process of medical supplies, the relevant information is required to register for analysis and registration of all types of suppliers as well. On the basis of various medical supplies detailed analysis, considering the characteristic of emergency, analyzing the different medical resource requirements, then we can use data mining acknowledge to dispatch different kinds of resources reasonably.Based on the above analysis, the system is divided into the hospital medical staff information management, medical supplies information management, supplier information management, particular scene resource allocation. hospital medical staff information management subsystem enables that each department head can easily manage the department staff, in order to quickly select qualified health care workers, and complete the allocation of the configuration. Medical supplies information management subsystem can be developed from the procurement of medical supplies, acceptance of storage, usage management of the whole process management. Supplier information management subsystem can reasonably and effectively manage suppliers, and be able to analyze medical supplies records. Particular scene configuration subsystem can realize the rational allocation of resources to various medical emergencies, to avoid waste of resources, so that all kinds of resources can make the best use of them.
