With the rapid development of the information technology, geographic information can be stored in the terminal equipments, such as computer, mobile phone, tablet. It’s easy for people to browse the map, query location and search path at any time and any place by using computer or mobile phone. However, for satety, many countries and governments order relevant institutions to make geographic data privacy and encrypt it by using some special algorithm. The encrypted and confidential geographic data makes research progress slowly, makes commercial developers can not develop new geographic information applications in time, makes people get inaccurate location and route. It becomes more and more difficult for researchers and commercial developers to get the geographic data. The development of mobile Internet lead to huge and new demand of map application, Further research on map data and development of new map application are imminent, However, the geographic data is lacking, inaccuracy and is difficult to obtain, This phenomenon has obstructed the research.OpenStreetMap solved this problem, it’s open and without any encryption and transformation. Chinese researchers have not been notice this perfect resource and there is not any GIS platform based on OpenStreetMap. It’s a big step and an important support for researchers to build a GIS platform based on OpenStreetMap. So it is of great practical significance to realize the open source map system not only fundamental research but also technical applications.Based on the above problem, this paper built a completely open GIS platform with the help of open source map OpenStreetMap’s original geographic data and implemented a tile map server by using PostgreSQL and Mapnik, also realized the render of webpage with the help of GeoServer and OpenLayers, and realized the Map Service based on Android beyond the OpenScienceMap project. For the situation that OpenStreetMap’s original geographic data concludes little Chinese geographic information, this paper crawled the POI data through microblogging and stored the nationwide POI data into native database named MySQL combined with OpenStreetMap by using latitude and longitude information. This paper also built a Web server for user demand to provide the basic query of the surrounding points of interest information of user’s location. This paper achieved a service system to privode complete function for user through the GIS server and Web server. The system has been implemented on the mobile terminal. After fully comparing and analyzing the advantages and disadvantages of the current mobile phone operating system, the map service is finally selected to be implemented on the Android side. In this paper, the function of the client application mainly includes basic map service function, location service, information query, path planning, location search and user operation.
