With the rapid development of social economy, the automotive industry and sale industry are facing a flourishing situation. However, the rapid increasing of the quantity of cars brings great difficulty to the management of transportation system. Traffic violation occurs frequently, among which the damages caused by emphasis vehicles, such as coach, school bus, goods van, dangerous chemical transportation vehicle and engineering operation vehicle, are greatest. Due to the many characteristic of emphasis vehicles, for examples, long driving mileage, bigger mobility and diffusion of responsibility, the supervise power of emphasis vehicles of our country is very poor. In order to realize the information management and dynamic supervise of emphasis vehicles, prevent the occurrence of traffic accident caused by emphasis vehicles, we should concentrate on building an effective intelligent traffic control platform emphasis vehicle management systemThe major contribution and works of the intelligent traffic control platform are as follows:1) Vehicle information and vehicle company management, including union management of the basic information of emphasis vehicle and the information of the company which the vehicle belongs.2) Application of vehicle permission, examination and approval of vehicle permission, query of vehicle permission, query of illegal traffic record. Before driving, vehicles need to apply the driving permission, then the system can realize the management of driving permission. Driving records of which are out of the range of driving permission are regarded as illegal and the system can supply the query of illegal recording.3) Programming of driving path, query of real time driving path, real time alarming. For emphasis vehicles, the system can program the driving path, grasping the real driving state of the vehicles and alarm the vehicles which are out of the range of driving path.The system is based on MVC architecture, using B/S architecture, with Spring MVC framework as the Web framework system. The front pages are developed with Html, Css and JavaScript. The background are developed with Java, applying MySql as the database, using Spring Data JPA and Hibernate to realize the connection and operations of database. By using MVC framework, we can realize the separation of front, business logic and database operations.Building the system can realize the normalization and share of emphasis vehicles in the department where emphasis vehicles belongs, laying a good foundation to the management of emphasis vehicles. The applying of our system can normative the driving path of emphasis vehicles effectively, monitoring the real time state of emphasis vehicles dynamically. Then we can master the illegal record of emphasis vehicles, urging and punishing the related company. Through a series of functions of our system, we can strengthen the supervise power of emphasis vehicles, reducing the accident caused by emphasis vehicles. Therefore, our work have important meanings to maintain the material property and life of people.
