Smart city development is being like a raging fire, construction mode follows each other,many cities location is indeterminacy, the basis of construction is imperfect, the occasion of development is immature, the performance assessment doubly drive, it blindly follow the trend of competition between the city and appear the same mode. It is fuzzy to perceive the essential city elements and the existing development potential, leading to face many challenges for smart city development, emerge many new urban problems and appear the phenomenon of empty city whose are lacking the essential vigor and vitality. The smart city development potential, reflecting the development ability and innovation ability for a city, is an important evaluation dimension for smart city development, is especially significant early demonstrating and distinguishing status of smart city development. Thus, it is essential evaluating smart city development potential for choosing the construction opportunity and innovating development mode, together with development standards and managing operation.At first, in this paper, based on the review of domestic and foreign research status and review, the article analyzes the research object and research content. Then, it explain the basic theory of evaluating smart city development potential, explores the primary content for smart city development potential, analyzes the influence factors of smart city development potential and interpret the theoretical significance and practical significance. Second, the paper put forward to the construction principle and influence factors of evaluation index system for smart city development potential, constructs evaluation index system of smart city development potential and detailedly explains them. Third, the paper analyzes the basis and reason of choosing the method, explains the basic thought and algorithm flow, and constructs the evaluation model for smart city development potential based on GRA-BPNN. At last,choosing the 15 smart cities as the research sample, on the basis the designed BP neural network’s network structure, regarding the MATLAB soft as the simulation platform trains and simulate the model. And, the paper compares the results of the evaluation model to the results of entropy weight method, gray relation theory and TOPSIS method. Therefore, it proposes the strategy, in which include the improving the influence of smart city development potential, scientifically choosing the smart city development mode, enhancing smart city development ability and strengthen the protection measures for the development of smart city,provide the reference and decision support to solve the wisdom of urban construction and development issues.
