Through continuous knowledge, surveys and studies about the data management platform of advanced concepts and valuable practical experience at home and abroad, we found that the idea of changing the tax treatment of the data is imperative. It is an important process from quantitative change to qualitative change that realizes the governance of tax data at the lowest possible cost and more efficient ways for effort to achieve scientific modern of tax data governance.Tax data governance platform includes three major subsystems: metadata management subsystem, data quality management subsystem and data lifecycle management subsystem. The metadata management subsystem is the administrative center of business tax systems in the domain of metadata, the metadata storage will eventually landing a variety of ways in the metadata management. Data quality management subsystem is quality management center of the business tax system domain. By obtaining an index metadata management center and its own defined metadata for indicators, the data quality management subsystem makes the quality inspection and assessment for the data source in business domain by the customized support Metadata formed. Data lifecycle management subsystem is responsible for pigeonhole and recovery management to the unified view of business tax system domain, data warehouse and data mart. Primary data quality control platform is the lowest level of business tax system domain, and it assisted the business department to strengthen the monitoring of data quality and data quality management from the technology, trained and enhanced the standard consciousness of the operational staff positions for data quality requirements, reduced the tax risk, improved the quality of tax work, reflected the value of high-quality data.During the construction of the tax data management platform, the topic did a comprehensive summary for the software development cycle, software development project management, the development process of technology selection, evaluation and use, etc. This topic is tax data management platform for building the process of software development cycle, software development project management, and the development process of technology selection, evaluation and the use of a full range of elaborate and summary. The topic adopted the waterfall model which is the mainstream development model in the choices of research technology. In the requirements analysis, definition phase, we adopted the ideas of object-oriented programming, and combined with component(configurable) software system architecture technology to the outline design and detailed design of the tax data management platform. In the software development phase, we utilized the JAVA technology and Oracle database technology and unified development standards to start research and development work, ensured the readability of the code and extensible platform maintenance. In the test phase, we developed a scientific and reasonable test rule, adequate and reasonable use the black box testing and white box testing, unit testing and combined with testing and stress testing and other testing methods, conducted the rigorous testing. The testing work started in accordance with a reasonable test plans, Perfect test case and reasonably bug-handling mechanism, and ensured that the software system was efficient, stable and safe operation after the on-line. Currently, the tax data management platform has been on-line stable operation, and meets the development needs of the business tax, has brought substantial changes for the tax business development.
