This thesis analyze and discuss the wind measurement algorithm of L-Band Upper-Air Meteorological Sounding System and its existing problems in our country,and present a improvement scheme to calculate upper-air wind which fully using the average wind vector algorithm. Using the contrast observation data set with a ball casting RS92 GPS radiosonde and L-band radar-GTS1 radiosonde at Xilinhaote and Yangjiang station, we compare and analyze the regular wind layer calculation results with a variety of average wind vector calculation scheme in 20 s ~ 200 s time window. Based on this analysis we suggested that the time window for 30 to 45 seconds of average wind vector should be used for the future improvement of upper air wind measured by operational L-band radar and radiosonde sounding system, which could set a measurement wind layer every 150 to 350 meters elevation, to further improve the consistency with the results of GPS measuring wind.This system use ASP.NET technology, combined with SQL Server 2008 database, use the ADO.NET data access, in Visual Studio 2010 platform developed tax accountant firm integrated information management system which based on B/S three layer architecture. System is mainly divided into two parts: the internal net subsystem and the outside net subsystem. The internal network subsystem is mainly refers to the office internal information management, including business progress management, project management, attendance management, customer relationship management, daily office management, system settings module, etc; the outside net subsystem mainly refers to the firm web portal, including company introduction, news announcement, public information query, taxation information download links, network BBS, etc. System has the function of each module are relatively independent and mutual work together, has a good expansibility function, and through the actual test and verify, each index has reached the expected requirement.This system can realize the automatic management of the tax office daily business,increas efficiency,make managers can grasp the firm real-time dynamic operating condition, improve the service and management, it would be benefited in social and economy. At present, the system has officially running in tax accountant firm, operating in good condition.
