The conservative management model cannot adapt itself with the requirement of new era, with a series of disadvantages, such as complexity, disorder and slow speed of operation. They can also bring about the inconvenience for searching and management lagging for administrative staff, which results in that costs are increased and enterprises’ productive forces are reduced. With the development of computer technology and progress of web page technology, computer technology has been applied in more and more fields to manage documents, information and data, and there has been gradually increased requirement of the establishment of information bank.The paper analyzes overall the current situation of the management system of information bank. According to the actual situation of Railway X Research Institute, the paper puts forward a management model of information bank on the basis of B/S model, and proposes the system’s realization, including analysis and design of the system’s overall process, the core module and procedure inside each module. The system utilizes PHP+MySQL, currently the most popular way of establishing websites for those small-and-medium-sized enterprises, which can save costs and enhance work efficiency. In order to realize the design of the management system of information bank, the paper deeply probes into MySQL database technology in two aspects of theory and technology, and applies MySQL database technology into the management system of information bank. Based on three-layer-system structural drawing, the paper divides the system into four modules, including the one for document-uploading, the one for document-inquiring, the one for office-work assistance, and the one for users’ management, which cover the main functions of data management requirement. In the paper, the management system of information bank has been designed to be applied into science and research institutions, and the test running of the system has also been launched. The paper provides the realization and appraisal of the system, and analyzes briefly the system’s technological assessment, advantages and disadvantages.The system cannot only solve the complexity with which users are faced when they use data information, but also realize tremendous amount of data’s memory and storage in a more convenient and effectively way and provide scientific researchers with inquiry service of historical materials in a faster, more detailed, reliable and objective way.
